  • Create, develop and guide a multi-functional Health Policy and Market Access function in Medtronic Latvia to provide an effective regulatory and reimbursement environment for Medtronic to conduct its market development strategy and business in the country.
  • Design, establish and leads operating mechanisms to ensure reaching MA’s strategic objectives on the country/cluster level through collaboration between the MA function, cluster/country leaders, businesses, clinical, regulatory and other appropriate functions.
  • Co-ordinate activities related to EU Funding with relevant stakeholders in the country and in EU.
  • Coordinate, update and execute appropriate market access and market development strategy that will enable to raise awareness and strengthen confidence in Medtronic as a partner in healthcare system transformation, focused on Value Based Healthcare solutions and vendor of high-tech cost-effective medical equipment, therapies and solutions, possessing the capacity to serve as a resource for quantitative and qualitative improvements in the local healthcare system.
  • Further develop networks with HAs, Governmental bodies, HTA agency and all relevant stakeholders
  • Identify potential opportunities for Public Private Partnerships
  • Identify and cooperate in projects with the European Commission, World Bank and other relevant financing channels in Europe and beyond.
  • Develop and further enhance local Associations of Medical Device companies as well as liaise with Amcham, US and Irish Embassy and other relevant entities.
  • Develop network of vendors/experts that will enable the development of regional strategy and execution of national programs and governmental market access activities.
  • Ensures company's product line is reflected to best advantage and lobbying activities are successfully pursued to shape the regulatory environment.

A Day in the Life

  • Understands business strategies of all businesses and the importance of Market Development and Reimbursement activities for business success. 
  • With Manager and Business Units, defines and executes reimbursement and funding projects for Medtronic Therapies to optimize the market access and finalize reimbursement by National Health System.

  • Defines clinical and economic value of Medtronic therapies and prepare required arguments to demonstrate this value proposition to Health Authorities and key stakeholders of the Health care system including MoH, National Payer etc.

  • Executes company’s reimbursement strategy vs. Health Authorities to ensure permanent reimbursement of therapies & solutions:

  • Designs the tactical steps required to achieve funding and execute: innovation alternative funding, clinical and economics data analysis;

  • Prepares, submits and follows reimbursement dossiers and economics argumentation for Health Authorities, including direct interaction with HE&R EMEA and BU Managers and HTA experts;
  • Monitors changes in Healthcare System
  • Conducts regular training for businesses in the following fields: health economics, market access, health care system etc.

Must Have: Minimum Requirements
  • High ethical standards
  • 5+ years of work experience in the local Health Care Industry and/or other relevant industries in Market Access/Government Affairs.
  • Successful multiyear GA / Market Access / Public Affairs / Health Policy.
  • Experience within a multinational company with strong reputation in the country and/or served in the public sector.
  • Successful multiyear experience with Politicians and local Economic organizations.
  • Out of the box thinking, excellent ability to understand and use economic analyses in creating value arguments on health care products.
  • Excellent internal and external communication skills and a representative appearance.
  • University Diploma, preferable in Economics. 
  • Native local language speaker; fluent Business English (both written and oral)
  • Ability to travel extensively within the country
  • Proven track record on developing initiatives with national or regional authorities a good established network with government institutions and preferably connected with international organizations like world bank, EU etc.
  • Competency to coach and mentor effectively
  • Competency to provide constructive feedback
  • Fluent in English and Russian language, both written and spoken 
  • Full clean driving license
  • Ability to travel internationally to attend Regional SBU Team meetings and/or trainings and developmental or projects related activities

Nice to Have
  • Health economics & HTA process knowledge.
  • A PhD and/or western M.B.A. degree would be an asset in this position.
  • Any other Eastern European Language is an asset.
