As a Senior Health Economics and Outcomes Research Program Manager, you will be a member of the Corporate Health Policy, Reimbursement and Health Economics team and an integral member of our health economics and outcomes research Center of Excellence. Our Corporate Global Health Policy, Reimbursement and Health Economics team works across Medtronic’s business units and regions to drive functional leadership and excellence in health policy, reimbursement and health economics and outcomes research. A critical component is our HEOR Center of Excellence is leveraging claims data to conduct research and analysis to inform health policy and reimbursement strategy, evaluate emerging payment and delivery reform proposals, and support some of the business unit and regional teams highest HEOR priorities to develop evidence to support coverage and access to Medtronic therapies. 

A Day in A Life: 
As a Senior Health Economics and Outcomes Research Program Manager in the Corporate Global Health Policy, Reimbursement and Health Economics organization you will lead functional operations related to the acquisition and management of our global administrative and claims data assets, develop, implement, and manage data governance processes, policies, and procedures, serve as a subject matter expert for our functional data assets, analytical platforms and tools, and coordinate communication and training tools on behalf of the global function. You will lead and coordinate multiple cross-business unit and cross-functional teams on a variety of projects that leverage health care datasets including but not limited to insurance claims, survey, EHR, and epidemiological data used to conduct research and analysis, develop tools and disseminate results. 

Lead functional operations related to the acquisition and management of our global administrative and claims data assets through activities such as, but not limited to:
  • Oversee and manage data and analytical tool vendor relationships, contracts, and data use agreements
  • Lead data management processes: data loading, quality assurance, access controls
  • Lead standardization of data and tools for licensed real-world data and maintain up-to-date knowledge of best practices and standards through engagement with external organizations and industry collaborations
  • Communicates and represents HEOR to IT, business unit HEOR teams, and other functions related to data management, IT infrastructure and analytical tool support 
  • Maintain a comprehensive knowledge of the administrative and claims data assets, health care data, with a particular emphasis on current and emerging CMS data files, access and use policies
  • Evaluate the utility of new data assets and/or analytics tools
  • Develop, implement, and manage data governance processes, policies, and procedures including:
Establishing process in streamlining and prioritization of the COE’s direct support for research and analysis requests
Develop and deploy trainings for the global function
Work with cross-functional teams (e.g., IT, Privacy, Clinical Quality, Legal) to establish appropriate governance over access, use, research, and dissemination 

Provide guidance to the broader function and functional partners with respect to HEOR data and analytic platforms, quality and compliance, efficient workflows and processes, and internal customer engagement.
Must Have – Minimum Qualifications:
  • Baccalaureate degree 
  • Minimum of 7 years of experience in health policy, health services research, health economics, epidemiology , 
  • Or advanced degree with a minimum of 5 years experience in health policy, health services research, health economics, epidemiology 
Nice to Have
  • Advanced degree in health policy, health services research, health economics, epidemiology or related field of study
  • Experience with health care data asset management including data uses rules, permissions, privacy and compliance.
  • Mastery and/or comprehensive knowledge of Medicare, United States and other major global reimbursement systems 
  • Demonstrated expertise working with Medicare claim and enrollment data and other health care claims, administrative, or patient discharge data 
  • Strong quantitative skills
  • Demonstrated ability to develop new process, policies, and procedures
  • Demonstrated ability to develop and effectively manage complex and data-driven projects and processes with multiple workstreams in a highly matrixed organization resulting in the highest business impact
  • Basic proficiency in SAS programming 
  • Excellent verbal and written communication skills
